Personal profil

  • Mr. Guogang Li currently serves as Senior Consultant at Tahota Law Firm (Beijing Office), who previously held the position of Director at the Department of Treaty and Law as well as the Trade Remedy and Investigation Bureau under China’s Ministry of Commerce. He had led and participated in more than 50 anti-dumping and countervailing investigations and represented the Chinese government in numerous negotiations, including WTO rules negotiations, the U.S.-China Joint Commission on Commerce and Trade (JCCT), and China-EU trade negotiations. As the recipient of 2010-2011 Hubert H. Humphrey Fellowship (by U.S. Department of State) and international trade law consultant to the International Law Institute (ILI), Mr. Li is recognized as Chambers-ranked lawyer (International Trade/WTO, 2025), LEGALBAND China Top Lawyer (2025), and recommended lawyer in The Legal 500 Asia Pacific – Greater China Region (2024). He was also named "Brand Star – Competent Practitioner in International Trade" by LvxinNews (2024). Prior to Tahota, Mr. Li practiced at White & Case LLP (Washington D.C.) and served in key roles at China’s Ministry of Commerce. His expertise spans China & U.S. Customs (WRO & Uyghur Forced Labor Prevention Act), export controls, economic sanctions, anti-dumping and countervailing in international trade and investment.

  • In 2018, Mr. Li joined Tahota Law Firm (Beijing Office). Since then, he has represented globally renowned companies multiple times in handling: anti-dumping and countervailing investigations, China’s export control law and practice, US export control and economic sanctions, Detention orders by U.S. Customs and Border Protection (CBP), issues under the Uyghur Forced Labor Prevention Act (UFLPA). Mr. Li has extensive experience in navigating complex cross-border trades and Customs.

  • Representing Corning Incorporated in China’s first anti-circumvention investigation case

  • Representing Asahi KASEI, Polyplastics Co., Ltd., and Polyplastics Taiwan Co., Ltd. in defending against the copolymeric polyoxymethylene (POM) anti-dumping investigation, and successfully assisted Polyplastics Taiwan Co., Ltd. in securing the lowest duty rate.

  • Representing Archer Daniels Midland Company (ADM) in defending against the sorghum anti-dumping (AD) and countervailing duty (CVD) investigations, which ultimately resulted in no imposition of AD/CVD measures.

  • Represented Spanish companies (CARNICAS FRIVALL S.L.U., INTERNATIONAL CASING PRODUCTS S.L.U., PATEL S.A.U., EMBUTIDOS RODRIGUEZ S.L., and CARNICAS CINCO VILLAS S.A.U.) in the anti-dumping investigation on pork products.

  • Representing Hoshine Silicon Industry Co., Ltd. in: defending against U.S. “Forced Labor” Withhold Release Orders (WROs); securing removal from UFLPA entity list; suing U.S. government at the U.S. Court of International Trade (CIT) over cases related to UFLPA.

  • Issuance of a legal opinion to a Japanese air conditioning company regarding Chinese laws and practice on export control and outbound data transfer.
